JR Smart is preparing a hybrid planning application for the erection of an office and hotel development at John Street, Callaghan Square, Cardiff and is seeking your views on the proposals. The site already benefits from an extant planning permission for the erection of a new office development (comprising three blocks of 21 floors, 11 floors and 9 floors respectively).

The current proposals comprise a full planning application for a 10-storey office block at the southern portion of the site and an outline planning application for a hotel and office block (27 floors and 11 floors respectively) at the northern portion. The proposed development comprises a reconfiguration of the existing consent to facilitate a simpler phasing of the scheme for greater flexibility and the introduction of a hotel use at the upper floors of the development to meet market demand.

On 1st August 2016, the Welsh Government introduced a statutory requirement for all applicants to undertake pre-application consultation with the public on all major planning applications in Wales. JR Smart is therefore making the contents of the draft planning application available electronically via this webpage for public consultation. A copy of the formal Site Notice can be found here.

JR Smart has instructed a team of consultants to prepare the scheme and undertaken detailed technical surveys and assessments to support the planning application. This team includes M2H Architects (architects); Barton Willmore (planning consultants); Hunter Acoustics (acoustic consultants); ADL Traffic Engineering Ltd (transport consultants); McCann & Partners (outline building strategy report); Terra Firma (ground conditions engineers); RVW (drainage engineers); and Morgan Henshaw (landscape consultants).



John Street comprises one of the final pieces of the Callaghan Square development which is situated at the heart of Cardiff and, when completed, will bring the total amount of space developed by JR Smart at the Capital Quarter Development and Callaghan Square to over 1,100,000sq.ft.

The development will include a number of benefits, comprising:

  • The creation of a landmark building at this prominent City Centre location;
  • The introduction of a viable alternative use at this vacant brownfield site;
  • A significant contribution to the supply of high-quality hotels in the Capital City;
  • The introduction of new retail space at the ground floor to generate an active frontage; and
  • The provision of a high-quality scheme that has been designed to appropriately relate to surrounding properties and ensure no loss of amenity.
